HS codes for footwear and bags
Footwear (Chapter 64) is classified mainly by two measurable facts: the material of the upper with the greatest external surface area, and the material of the outer sole in contact with the ground. Marketing names such as “sneaker” or “trainer” matter less than those measurements.
Bags and cases (heading 4202) are classified by container type and by the material of the outer surface — the material you see and touch, not the lining. A handbag, a backpack and a wallet each sit in different subheading groups even when they are made of the same fabric.
This output is general information at the 6-digit level only. The final classification for any entry must be determined by a licensed customs broker or the importer. This page is not a classification of your product.
Product guides
- SneakersThere is no single sneaker code. A textile-upper athletic shoe with a rubber or plastic sole points to 6404.11, a casual textile sneaker to 6404.19, and leather or synthetic-leather uppers move the shoe to headings 6403 or 6402.
- HandbagsHandbags sit in subheadings 4202.21, 4202.22 and 4202.29, split by the material of the outer surface: leather, plastic sheeting or textile, or other materials. The material you see — not the lining or the brand’s description — decides which one deserves research.
- BackpacksMost fabric backpacks are researched under 4202.92, the group for bags with an outer surface of textile or plastic sheeting. Leather backpacks point to 4202.91, and backpacks with an outer surface of other materials to 4202.99.
