HS code for handbags: candidates and classification factors
Short answer
Handbags sit in subheadings 4202.21, 4202.22 and 4202.29, split by the material of the outer surface: leather, plastic sheeting or textile, or other materials. The material you see — not the lining or the brand’s description — decides which one deserves research.
This output is general information at the 6-digit level only. The final classification for any entry must be determined by a licensed customs broker or the importer. This page is not a classification of your product.
Heading 4202 groups handbags separately from backpacks, travel bags, wallets and shopping bags, and then splits each group by outer-surface material. That makes two questions decisive: is this really a handbag, and what is its outer surface made of?

Facts that change the classification
- Outer-surface material
- Identify the material that forms the visible exterior. Genuine or composition leather points to 4202.21; plastic sheeting or textile to 4202.22.
- Coated and laminated fabrics
- PU or PVC “vegan leather” is plastic sheeting on a textile backing. Its outer surface is plastics, not leather.
- Container type
- Handbags, shoulder bags and clutches form one group. Travel bags, backpacks and pocket articles such as wallets belong to other subheading groups.
- Plaited or metal construction
- Straw, rattan or wicker bags can fall outside heading 4202 entirely (basketwork, heading 4602), and metal-mesh bags can follow the metal chapters.
Common mistakes
- Using the lining or the label to decide the material.
Only the outer surface counts. A leather-lined nylon bag is researched as a textile bag.
- Classifying a large tote as a handbag without checking its design.
Shopping bags, travel bags and handbags are different groups in heading 4202. Describe size, closure and intended use.
- Assuming every bag belongs in heading 4202.
Bags made directly to shape from plaiting materials can be basketwork. Describe how the bag is constructed.
Examples
“Shoulder bag, cowhide leather exterior, polyester lining, zip top”
- Genuine leather outer surface
- Handbag design
These facts point research toward 4202.21.
“Crossbody bag, PU “vegan leather” on polyester backing, magnetic flap”
- Plastic sheeting outer surface
- Handbag design
These facts point research toward 4202.22, not the leather subheading.

Frequently asked questions
Is a vegan leather handbag classified as leather?
Generally no. PU or PVC synthetic leather is plastic sheeting, usually on a textile backing, so research points toward 4202.22 rather than 4202.21.
Does a leather handle or trim make it a leather handbag?
Not by itself. The material that forms the outer surface of the bag controls. Small leather trims on a canvas bag do not usually change the candidate.
Is the six-digit candidate enough for a U.S. customs entry?
No. The six-digit HS level is general information and a research starting point. The importer or a licensed customs broker must determine the complete U.S. classification used for any entry.
